The Development of Prohibition of Export and Import Goods and Export Online Based License
On 1 April 2021, the Ministry of Trade of the Republic of Indonesia (“MoT”) issued the Minister of Trade Regulation No. 18 concerning Goods Prohibited from Exporting and Importing (“MoT Reg 18/2021” – “Permendag No. 18 Tahun 2021″) which regulates the development of goods prohibited for export and import, and Minister of Trade Regulation No. 19 of 2021 concerning Export Policy (“MoT Reg 19/2021” – “Permendag No. 19 Tahun 2021) which introduces significant changes to export licensing for exporters in Indonesia which will then be integrated with an online-based licensing system. Both regulations have taken effect on 19 November 2021.
Previously, the regulation regarding the prohibition of goods to be exported and imported was regulated separately, with enactment of the MoT Reg 18/2021, the regulation on the prohibition of goods to be exported and imported was integrated into one regulation, hence it is much more effective, also with the enactment of MoT Reg 19/2021 which regulate the export business licensing process on online basis, will change the process and dynamics of export business licensing to be more faster and efficient.

Perkembangan Larangan Barang Ekspor dan Impor dan Sistem Perizinan Ekspor Berbasis Online
Pada tanggal 1 April 2021, Kementerian Perdagangan Republik Indonesia (“Kemendagri”) menerbitkan Peraturan Menteri Perdagangan No. 18 Tahun 2021 tentang Barang yang Dilarang Ekspor dan Dilarang Impor (“Permendag 18 Tahun 2021”) dalam peraturan tersebut mengatur tentang perkembangan barang yang dilarang untuk di ekspor dan di impor, dan Peraturan Menteri Perdagangan No. 19 Tahun 2021 tentang Kebijakan Ekspor (“Permendag 19 Tahun 2021”) yang memperkenalkan perubahan signifikan terhadap perizinan ekspor bagi eksportir di Indonesia yang selanjutnya akan diintegrasikan dengan sistem perizinan berbasis online. Kedua peraturan tersebut telah berlaku sejak tanggal 19 November 2021.
Sebelumnya, pengaturan mengenai larangan barang untuk di ekspor dan di impor diatur secara terpisah, dengan adanya Permendag 18/2021, pengaturan larangan barang untuk di ekspor dan di impor disatukan dalam satu peraturan sehingga lebih efektif, juga dengan adanya Permendag 19/2021 yang mengatur mengenai proses perizinan berusaha ekspor dengan basis online, akan merubah proses dan dinamika perizinan berusaha ekspor menjadi lebih cepat dan efisien.
